Does it actually clean baked-on pans?
Yes. Heated cycle up to 75°C with 360° high-pressure spray arms, so you don't need to pre-scrub. For anything sitting overnight, use the Strong cycle.
Do I need a plumber or my landlord's permission?

Where does the dirty water go?
